That is a normal place where fat can be stored on men. Your job is to flex and see if the muscle shows then. If it does, then fatty tissue is probably covering this area creating this look. Then diet is your answer. On the other hand, if not much developement there, then declines, heavy dips, and heavy pullovers will hit this area well, along with your current chest workout.
