To work the lower chest you need to lie on a declined bench and press.........
No dips there.
Good luck!

Now, what do you have? You got some small dumbbells?
If yes, then you can always find some kind of bench to use (or use your bed!) and put a small step (or books!) under one bed end and voilà; an inclined or declined bench for you! (o;

If you have dumbbells, you can do dumbbell pullovers. Great for the lower chest, really stretches out that lower pec, then raise the dumbbell in the same arc of motion. Old school exercise that works great.

I've got a small ledge on both sides of the basement stairs. I do them there. Or I have done them between the rafters in the garage. Of course you'll need a ladder to get up there.
