Well summer is here. I am looking for some quick fat burn. I know cardio wont burn protein and my protein intake is between 250-300. Can I drop my carbs to about 100g a day? Will I burn muscle? I want to drop about 7-10 pounds since I've been on a 500g carb diet for the last 5 months I have gained a nice layer of skin over the muscle. I just want to shed it.

Well why not? Start lowering slowly your carb intake and then do some days with low carbs and one day of carb up.
Cardio can burn protein if you overdo it. Keep it to several small sessions of 20-30 mins (HIIT).
