I'm a student on a budget, should I take this guy's advice and cut back on my whey consumption, and instead use milk powder or will i be starving my body of certain important amino acids by doing so?
ie. surely there's a catch here.. ?

Milk is made up primarily of about 80% casein and 20% whey.
Whey is great (probably the best) for post-workout protein consumption because of its rapid absorbtion. However, for all-day use, casein is one of the best because of its slow absorbtion. That's the main reason milk is so good - the best of both worlds.
Now, you should be sticking with whole food sources of protein to begin with, adding supplements only as needed. With that in mind, (and since you're on a budget) an excellent drink for additional daily protein intake is milk mixed with pasteurized egg whites, such as Egg Beaters, another great source of highly utilized but slower absorbed protein.
My only warning to you is if you're on a restricted carb intake diet. Milk contains some decent carb numbers, so just keep an eye on it. Other than that, drink away!
