Thanks

Need more info about which muscles you are trying to hit. For hips are you doing flexion/extension, abduction/adduction, internal/external rotation? For neck are you doing flexion/extension/rotation?

I really don't know what you mean there, sorry. For stronger hips (i wrestle so i need to be able to hip toss kids and for neck i need to be able to keep them from turning my head. See if that helps a little.
Thanks

For starters on the hip, I'd say start with front/back squats, lunges, hip sled, multi hip, deadlift, straight leg deadlift, and maybe the leg curl machine. If you don't like lifting weights as much, I'd highly recommend plyometrics like box jumps, depth jumps, bounding. The only thing I know of for neck rotation is the neck rotation machine.

uh....oh better get mutt in here....deadlifts would be the king here...not only do they increase total hip power but they also, due to part of being a whole body lift, will work the neck, squats are exercise number two. Shrugs, uprights will also work the neck...of course all of what im saying takes into the account that im guessing you don't have a 4 way neck machine....anyways good luck

deadlifts & squats for the hips is good, put up some big weight there...and for the neck, if you have a rotation machine, nothin like it...but in case that doesnt work for you, try this:
get yourself a pair of ankle/wrist weights (the strap on kind), and strap the two around your head, lie on a bed or somethin with your head off it, and work the neck. i wrestle too, and find it useful.
all the best! peace
