Can somebody inform me if upright barbell rows are a shoulder or a back exercise.Also is it to bring the bar to chest height or up higher to under the chin to perform the exercise properly?

this exercise targets more of the trapezius (Muscle between shoulder blades), shoulders and delts than the back. Only if you're bent over will the emphasis shift more towards the upper back.

Also it depends on what you feel comfortable with. On my Upright Rows I raise all the way up to my chin. The key is correct formation and go slow.
