I am having trouble developing my chest and am looking for good excersises that do not require a spotter I am not able to lift heavy enough on a bench to make gaines

You still need to go as heavy as you can, go to failure without a spot. Choose a weight that will challenge you, but rack before you feel like you can't do any more. Dumbbells if you have access to them are great, and you can just drop them if you can't get a rep up. Actually, spots too often (help with a couple reps) can get to be counterproductive, you are not really doing the weight anyway, but with assistance. Use this scheme sparingly.
