I take a whey shake right after I have my simple carbs after my workout. But I also drink another shake later in the day, But I remember reading something about the quick absorption of whey which makes it not as effective when taken at other times of the day. I can't really afford the casein, so am I wasting powder by taking it at other times than after a workout? Thanks

No.
If whey is all you have, use it. Getting 1g per lb. of bodyweight per day is more important than your type of protein. Obviously you want the slower absorbing ones on off days and before sleep if you can afford it, but think of the net effect. Over the course of six months, maybe you lose gain 19lbs of muscle instead of 20 lbs.
The protein, diet, workout mix is such a tough one because of constant medical discoveries, contraindications, people's internal chemicals, genes, etc. The very best you can hope to do is stick to your workout regimen, eat as healthy as possible, and supplement with those things that you believe help the most (in conjunction with what your doctor advises for/against and your budget).

Just during the day don't take your whey on an empty stomach. Have it with a meal, or add something to it, like natural peanut butter, or flax oil for instance. Even heavy cream if you are not dieting. This will slow absorbtion. Just never take it on an empty stomach during the day alone and you will be fine.
