Carbs are an absolute necessity with your protein immediately following a workout. When you train hard, you deplete your glycogen stores. Your body's first obligation is to replenish those reserves, not rebuild/repair muscle tissue. If you do not take any carbs with your protein after a workout, your body will convert that protein in order to replenish the glycogen, and most of it will never reach the muscles. The idea, then, is to take carbs with your protein in order to refill the glycogen stores, which, in turn, will also spare the protein to allow it to do what it's intended to do - repair muscle tissue.
By the way: all sugars are carbs, and vise versa. There are just varying degrees of how different ones affect your body.
