More fat loss through diet is the main factor. You cannot spot reduce fat by exercise.
Weighted abs exercise builds the muscle so a strong muscular waist will(or may) bulge more and the six pack shows only with less body fat present.
My trainer incresed shoulder/chest/back exercise to widen me out, giving an illusion of a smaller waist and stopped my weighted ab crunches, reccomending either floor crunches or none at all and eat a controlled diet.

In order to get rid of fat quickly, my recommendation to you would be that you do 30-40 minutes of cardio in the morning before breakfast. That way you burn a load of calories and kick up your metabolism for the entire day so you burn more calories all together. You may also want to consider weight training in the morning too, research shows that you can burn up to an extra 105 calories after the last bench press. Hope this helps...:)

Getting rid of that fat there or anywhere is all about diet. There is no exercise you can do to target this, fat comes off where it wants. You can twist with a broomstick or whatever you like, or do any amount of cardio, if you do not change your diet, you will see no results where you want. This is the last bastion of fat on most men that your body strives to hold on to. You must create a caloric deficit to tap into fat stores. This can be done through diet, exercise, or a combination of the 2, but this is how you get rid of that fat.
