I do several workouts with weights. I've seen this exercise but don't know what body part it works.. and if it is even effective.

Basically, you have weights in each had. Your standing and you hold your arm straight and then lift the weight straight up in front of you, shoulder length high. What does that accomplish?

It works the front deltoid

It works the front of the shoulder. It is used mainly for a cutting exercise (definition).
