Hard to say without knowing more but I'd adjust the diet to a better carb, protein, fat ratio....I use 50/40/10. Try to eat 5-6 small meals per day each with no more than 300 calories per meal using the 50/40/10 carbs, protein, fat ratios. Keep the carbs good ones, oatmeal, grains etc, the proteins lean, chicken, turkey, tuna.
Hit the weights hard. Pushups and rowing machine is fun (i guess) if your looking to kill time, but if you want to change your appearance, nothing will accomplish it more efficiently than a strict weight routine. Working in cardio after the weights a couple times a week for 1/2hr -45mins or so will assist in burning off the man boobs. Weights first cardio second.
Be consistant in both the diet and workout and you should see results.
