Hi steveg99, welcome to FT. I would suggest first try to lose body fat % through dieting, cardio and some weights program from this site. After that you can then start to gain lean muscle.
the goal of dropping your BF% and adding mass can be achieved, but it takes a very strict diet, and it is very hard to achieve.
Hope this helps,

Thanks; it does help. Can I ask you one more q: If I'm onplanning to do gym four times a week; how long each time I should do cardio and and how long weights?
Thanks
Steve

look at the post "cardio questions?" in the general exercise and fitness board, it should help. Fill out your profile so people can get a better idea of what stage you are at so that advice can be more specific.
If you are exercising 4 times a week I would have thought something along the lines of
session 1 weights(chest/shoulder/triceps) then 20-30 mins cardio
session 2 weights(back/biceps) then 20-30 mins cardio
session 3 30 mins cardio
session 4 weights only (legs)
This is just a rough suggestion - you can get a good program from this site

Welcome Steve! If you need any motivation someday for losing weight check out the "Monday Check In" thread in the Overweight forum. Kind of a buddie system going in there to keep accountable and share motivation for the hard days!
-------------- Love me as I am . . .
Let me worry about how I look!

Steve, If you are new to lifting weights and exercising - start a total body workout, 3 times a week and cardio on alternate days. ease into it, learn good form and enjoy it!
-------------- If you fall down seven times, get up eight.
