Is this a max effort exercise & are you supposed to tap it off the bars of the safety rack or pause for a sec and then press?

Usually I think you can touch, but not bounce, I usaully stop about inch above bar, then press.

In a smith machine usually. You put the pins half way at the range of motion, and press up from that point. Also called lock outs, half reps what ever. HE's talking abotu doing them in a power rack though.
