lose stomach fat and love handles!!

i'm 6'1" 175 pounds..and pretty well built. i'm 23 and have been working out for approx. 1 year now. I am quite lanky and skinny..except for a substantial amount of fat in my midsection...especially my lower back.
Can I do local exercises...would that even make a difference?
Is dieting the only thing I can do?

Sorry, you cannot spot reduce. Diet is your answer(not in any name, a proper diet for fat loss)...One that creates a caloric deficit to tap into your fat stores. Unfortunately, this is the only way.

So is there a point of me building muscles and losing weight at the same time. is that possible?
cuz what i'm doing right now...is trying to cut carbs and fat out of my diet. and eating more lean chicken, salads with no dresing, veggies and protein shakes.
so what i am asking is that, can I try to bulk up and lose belly/back fat at the same time...or should I first emphasise on diet, forget the protein shakes and do cardio and other fat reducing activites. Once i see a loss in fat..i can start building muscle?

dont forget the protein shakes they are needed. You should be getting 1 gram of protein for every pound of body fat so unless you can get it from foods that arent fatty than still take your shakes. Eat things high in protein,low in fat and the good carbs not the sugar carbs. I am 6'3 235lbs and I have put on enough muscle but I am now in the cutting phase so I cut out my fats and cut back on the bad carbs so I can get the lean and mean look. Make sure to eat atleast 6 small meals throught the day.
