Graduated Reps vs. Consistent Reps

The FT program I'm doing (lean muscle mass) tells me to graduate my reps (e.g., 16, then 12, 10, 8). What difference does this make vs. doing 10 reps each time?

Does this FT program assume I'm adding weight each time?

Not as long as you warm up good first. You can use the 16 and even the 12 as warmups if you like. Then do 3 sets of 10.
