The flab issue

As mentioned in a previous thread posted by me (please help), saying that I’m already skinny enough, but can’t seem to lose that extra bit of flab around my belly and love handles, because I never appear to lose any weight from those areas. Even when I was underweight I still had a lot of flab on my tummy. So I have a few questions regarding the flab issue. Can you tone fat tissues by cardio and weight training? Can fat tissue be turned into muscle? Or does the fat just burn away when exercising? And how can you lose flab from those tough places if spot reducing doesn’t work and dieting doesn’t work?

Harvest_moon, understand that you cannot spot reduce. Exercise and proper diet will shed the fatty tissue.
You cannot tone fat tissue. You have to reduce it.
Fat cannot turn into muscle, just like water cannot turn into oil. Get into a good cardio routine and do some weight taining.
