I’ve never been much of a gym go’er but recently I started up because I haven’t gotten any exercise all winter.
My question is this:
If my main goal is to just feel healthier, slim down, and maybe get rid of the beer belly, should I just start out with some cardio first, or should I also start an abs workout as well? Someone told me I shouldn’t start the abs workout until I have lost a few pounds by doing a steady cardio workout everyday for little awhile. Thanks

You want to lift wieghts too & watch your diet
The reason to lift is so you keep your muscle & burn more fat that way & the diet is since "abs are made in the kitchen"
try doing a "HIIT" workout once week

Welcome to freetrainers bnyben. The best way for you to start is 20 min of cardio in 2 X 10 min sessions. In between the sessions do weight training like Reddy said.
I would start with a complete body routine 3 days /week if yoy really want to feel better and get started on losing the fatty tissue.
Good luck and Please fill out your profile.
