When it says to do 16 reps for a workout and you are doing barbell curls, does that mean you do 16 per arm or 8 per arm??

I am sure the 16 is meant as a warmup set? Is it your first set? If it is, then this is probably the case.

Well, since it is a barbell curl, you're using both arms anyway! It's just 16 reps with both arms.
