Short question.
How can I target the outside of my thighs. ( I have pretty strong legs )

The hip adductor machine is one of the best ways. Normally it's considered a "girl" machine, but wait until you try it. You will be surprised. Squats is also one of the best ways, particularly front squats since you keep your feet close.
