for overall neck streangth are shrugs the best lift for traps or can i get the same effect doing upright rows,also could someone please explain the proper form when doing dumbbell shrugs im not sure if i should pause at the top,go fast go slow,heavy or really heavy, any help is appreciated

shrugs are indeed best for trap development...I like to do a smooth rep and pause at the top for a second or two...I use very heavy reps and do 1-3 reps...but you can do higher reps of 6-8 to gain some mass...also remember not to roll your shoulders as you do the shrug as that might cause injury...
also next time try to post these questions in bodybuilding forum...since your questions are more related to bodybuilding...

For neck strength I would use a neckchain like the boxers do,from the back and the front,try doing your shrugs with the bar behind your butt,this hits a different part of the traps ,as far as the best trap builder everybody has a favorite,on some days go fast and other days go fast vice a versa.
