I know that in order to build muscle you have to eat more then you can burn and to loose fat you have to have a cutting diet, but can you ever just maintain and make lean muscle gains on a diet without gaining fat?

If I had a diet of 1900 Calories to maintain and a high level of protein could I make lean muscle gains without gaining fat?

yes, but very slowly.
need to be patient and dont expect big gains and a strenght developpement
