im trying to build a little muslce no more than 20 pounds. im not in bad shape as it is. just a lil soft on the love handles. about %15 body fat id say. when i run a lot (5 days a week) my fat just sucks up. but im wondering if running that much while also trying to build some muscle will just burn the muscle. can this be countered with a lot of protein or supplements? any advice

if you want to build muscle then cut the cardio...you can first 'bulk up' and then 'cut'...while bulking you'll be maximizing muscle gains with some fat....and while cutting you'll be shedding weight/body fat while losing some muscle......
protein supplements help but if you run 5 days a week...that won't help you because you're burning way to many calories....which is separate from protein intake...
