getting an even chest

Hi I have always had a problem making my upper chest match the lower side, which is always bigger. I have tried heavy lift routines on incline (30 degree angle) and almost never do decline yet my chest still isn't expanding properly. Im starting to think its genetic but i was wondering if there was anything i could do to massively increase upper chest size. thanks.

it depends on how your lower chest is bigger, if it has fat storage there then there is nothing wrong with your muscles its probably in your genetics to store fat there.
