my biceps and triceps 2 workout each ... i don't think its enough ,, i added 2 more each, just to feel that burn i like to feel. do you think is OK to add more or stick with my program .. my workout is 8 week mass

I like to do at least three for each, but when I am feeling crazy I will do four. But ensure that you don't always use the same routine.

i use sets 8-6-6-4 so i do four sets, but with smaller muscles you should do less sets with more reps.

Not totally true, the best rep range should be (to gain mass) from 6-10 (maybe 12) with 10 being the max you can do for that given weight. I have found this to be very useful and it works well.

You have to increase weight and lift to failure to get mass works better than reps. How about your diet? What is that?

If your program is mass building, then you should stick to the same lower-range reps. Your problem may be 1) not using good form and 2) not using enough weight. Also, concentrate and focus on moving that weight without cheating nor resting. Mass building and power training should maintain reps at the <11 range. Normally you won't get that "pump" that you would get from higher reps, but you should definitely feel the muscles response within 1-3 days of rest.
