My guess is it is more a case of diet. Usually when someone has been working out for quite a while, and has this problem they are looking for an exercise to fix this. And most of the time, you find they are already doing declines or dips or both. And most of the time as much as people don't want to believe it, it is their diet. It is fat deposits. That is a common place for men to have fat. You may find with correct diet, that fat off, that the chest is actually developed,just covered with fat. There really is no inner and outer chest. The chest, Pectoralis major, stretches completely across the frame in one large muscle. Overall compound movements will develop the chest area. If you are not doing declines or dips, I suggest you incorporate them. And look to your diet.
