you never really need to take in protein powder but I'd suggest blending it in with some fruit, milk, yogurt and downing it shortly after a work out. Very easy for your body to pick apart, the carbs are quickly converted into glycogen renergizing your exhausted muscles while the protein is converted to be used in repairing torn muscle.
Be careful not to over do the protein, a lot of people I know obsess over protein intake and completely disgregard the extreme importance of carbohydrates when building muscle.

You are not "supposed" to take protein powder. But, if you are not able to meet your daily protein requirements from fresh food, a protein supplement is required, assuming you train hard. The most important time to consume this would be after your workout, with water, no carbs this allows for quicker digestion and absorbtion. You then have the carbs in a meal about an hr after training. You may also have a shake before bed or as part of a snack during your day.
