anyone have any expierence with these two programs? what did you think of either?

Yeah, max OT I actually used for quite a while. It is a sound approach for a short period of time, will help you get stronger. Not a continuous bb program like they suggest though. No matter what they say, that rep range will not build muscle forever. Remember, they have an agenda, a product to sell behind it.
HST is a glorified power lifting program, but very sensible. Hypertrophy specific training. You de-load or de-sensitize before starting. It is an interesting approach, and another that is sound, but still needs to be changed periodically. I like its approach though more then Max OT.
If you decide to use either, just don't make it your exclusive workout forever.

I would like to add to this post, that if you are a beginner, I would not opt for either of these workouts. Go with a program from this site, will get you in shape to do this type of workout.
Also, with the workouts you mentioned, any workout worth its weight will work. That is, there are literally tons of different workouts out there you could do, but none, I repeat none will do much good if your diet is not sufficient to support it.
