No, it's not as important as you might think, unless you are an elite level athlete on a highly specialized plan. Even then, HIIT training is often times called "hit or miss" because you control the variables. Each workout can be different. Some days you can go from 65% during intervals to 80% during maximal periods, while the next day you can go from 50%-95%. Also, I would think that unless you are in very good shape to begin with, even REACHING 95% would be very difficult, let alone going over.

I wouldnt bother controlling the intensity of cardiac frequency. Honestly, your reading to far into it. Whenever I read posts like this, I think two things
1. The poster is an educated individual that has some sort of background in physiology.
2. Said poster needs to spend more time in the gym and less on the computer. Yes, you can overanalyze. Who determined your maximum cardiac frequency? Your doctor?
Overall, it may put extra stress on your body, but if your not doing it on a regular basis, it has its advantages.
Also, I don't know where your getting the number 95% from, or why it matters. Is that some number you read somewhere. Your reading too much into it.
