When is the right time of age to start taking supplements? like would it be okay if me being 13 years old too weightlift and take creatine?

Nope man how long have you been training I'm 15 but first try to train hard with a good diet,a good diet could help you much more than creatine will

YES 13 is way to young to be taking anything more than good clean food and light full body weight training.

NO you need nothing and in fact some can actually harm you at that age. Just eat right, Train right, rest right, and the results will take care of themselves.
