Weird goal. Care to explain?
What distance are we talking. I'm not familar with speeds. Every runner I have met has focused on getting a time for a specific distance down. That would be about 15 kilometers per hour, right?

so you basically want to run 6 minute miles for 10 mile distance....are you training for half a marathon? triathlon?
