Can doing leg curls create powerful legs?

he he. not really. If leg curls are the only movement you are doing for hips, then good luck.
The leg curl is a poor choice for hamstring exercises, because the hamstring has two functions, hip extension and knee flexion. The curl only trains flexion, and it is hip extension that creates the powerful explotion needed for sports. I would recommend squats, deadlifts, and if you are looking for a hamstring specific movement, then glute-ham raises (If you have access), romanian deadlifts, and then hyperextensions.

the glute-ham raises are one of my fav you will really feel the burn if you have one in yer gym.

One legged hyperextensions can be a hamstring killer, and are great for athletic movements with one foot.
