I was told if I drank atleast 24 oz of skim milk a day that I would start to see results (fat loss) in my midsection after 1-2 weeks. Is this true? I currently drink about 5-10 oz a day.

Milk alone will not really accomplish the results that you want. A clean diet along with exercise will.

I eat a pretty clean diet, and I exercise, I do cardio 3-5 times a week for 30-40 minutes at moderate intensity, and I lift 3 times a week, my diet is at 1600 calories right now because I am at a plateau, and trying to get things moving again, I was at 1700-1800, my ratios are 40%proteins, 35% carbs, & 25% fats. I was thinking of changing them up to be 50% proteins, 20% carbs, & 30% fats to lose more fat. Any suggestions?

New macro would be beneficial.

Sorry, yes, the 50/20/30 you suggested would help stimulate more fat loss. Might want to make the change gradually going from 40/35/25.
