if i run 3.5 miles each day, and do a moderate workout on machines 5 days a week, is it safe to go ahead and cut my caloric and carb intake by 20-30% to assist my ab workout?
I take it you're trying to lose weight? My suggestion would be to cut your caloric/carb intake slowly. You can also try to fluctuate week per week (high one week, lower the next, etc.). The worst thing you can do is to put your body at risk for hypoglycemic shock (by lowering your carb too fast or too much).
