Bad terminology...can't turn fat into muscle. You can however lose the fat and replace it with muscle.

You will have to choose which is priority to you, and do it. Then turn to the other. Diets needed to do either are not compatible. You will have to choose one, such as losing fat, work on it, accomplish it and then hit the other like adding muscle.
