Chocolate Milk (low/nonfat) makes a great PW meal because of the great carb to protein ratio. However, contrary to some media articles, there is nothing special or magical about the formula compared to other PW meals. The reason it moved into the spotlight lately is because of Eastern European athletes: since they don't have the access to the supplements or even the variety of foods that we have access to in the West, they started downing what they had available, and it's a great compound.... chocolate milk.
