I have used a good hair removing cream for my chest area. However every time the hair starts growing again the chest area becomes rough (the same effect like beard growing). I guess this is normal,right? Are there any better ways of removing body hair for men which would give a more smooth effect?

If you trim using a #1 guard on you clippers, it won't itch or be prickly. It still looks clean and smooth enough.

waxing will last longer and supposedly the hair doesn't come back prickly because it has been rippedout completely, whereas shaving and hair removers leave a stubble in the follicle that will have a blunt end when it grows - hence the scratchiness.
There may be someone who knows more about hair removal, so pipe up if you do, but that is my understanding of it.
