So, I am not able to lift heavy weights (my arms just aren't strong enough) however I really want to gain muscle. Is there anything I can do that will still allow me to gain muscle? I'm not looking to be cut or anything like that I just want to shed 10 to 20 pounds of fat (mainly in the stomach area). I know I'm going to have do cardio as well, but does lifting help lose stomach fat at all?

The amount you lift is relative. Just because you can't lift as much as an elite powerlifter doesn't mean you're weak. Lift what you can. I used to be where you are, just like most everyone else on this site. We all have to start somewhere.
What I suggest you do is fill out your profile with some information about yourself (age, goals, etc) first. We don't even know if you're male or female.

neither can i but if i lift a 30 pound weight it just hurts my hips man but if i do 100 push ups i dont feel anything help and my biceps are small

I am female 5'2, and 120 pounds. I started out lifting only a barbell with no extra weight on it at all - because I knew I didn't have any upper body strength. I have gained 1/2 an inch in my biceps so far....start small, it all pays off with time.
