I'm doing the home exercise program. How long should I rest between each set?

Very good question, but what's your goal, what do you want? How many reps do you do and how heavy?... Honestly I can't say how long you need to rest if I don't know the answer of my questions, but I can tell you that the rest in between the sets and exercises is one of the key words of building muscle.

I assume you are doing the free-hand exercise program - right?
Well in that case.. if you are a beginner, listen to your body. Rest aprox 90-120 seconds.. some bodyparts will differ. Smaller muscle groups will need less rest.

only as long as you need it. if you aren't tired after the exercise take a quick stretch and repeat set.

The Home Exercise program uses only exercises with items found in the house, not weights. I've been in the intermediate group for 12 weks but I'm moving up to the advanced group next week. The program calls for 4 sets of 15 on each exercise, but I've been doing 4 sets of 20. My goal is to firm up stay that way.

Okey 4 sets of 15 and the goal is to firm up. Nice good and easy. I guess the hardest thing is to stay motivated at home. If you can do it then it's great, and we are here to motivate you!! No, don't do 4 times 20. 15 is enough. You need 1-2 min between each set. But if you don't have a lot of time, I'll suggest you to do some abs or strecthing in between the sets.
