I work a 7on/7off shift. On the weeks I work it is difficult to find the time to workout. The place I work at does have a health center for their employess that I can use on my lunch hour. But with such limited time, how effective is it to just do weight training during my lunch hour and then cardio when I get home from work?

Very effective if that is the time that you have.

I think you could easily work on your arms or legs during that time period.....seriously that is 1 hour of time you thought you didnt have.....Im fortunate as well, my work has a gym that we are allowed to use...However, then men hog it up at lunch time......lol
