Will running tone legs as much as using.

...weights to tone? So, for example, instead of following the programme on Wedsnesday that targets the calves, and legs, would 45 mins of running (at speed of 9km) be just as efficient?

I'm at the early stages of the programme and want to be informed of what works well and alternatives etc.
