There's no such thing as turning fat into muscle. You can build muscle and burn fat, but fat does not convert into muscle.

I found out you can't even burn fat.. You can only shrink it.. Don't remember where I heard that...

What do you do all day your 13 this is when you should be fit and trim at this rate your going to be obese.I would start walking for 30 minutes a day,after two months of walking five times a week,now walk and jog intermediate style.after two months of this now lets add some weight training to the regime.we all have fat cells some people have more while others have less,you can thank your ancestors for that mate.

Wow. That was really tragic to read. At 13 and being 16 stone I would say it's all about your diet. I'm guessing you drink a ton of soda? Most young people that are that big drink it like water and its has TONS of calories from the sugar. I'd suggest stop drinking any soda and switch to water. Water aids in your metabolism and is also a light appetite suppressant so your not as hungry.
Then I'd do just what Blue77 said. Walk. Everyday. Put on your ipod and go. But I'd go for longer than 30 minutes if you can. I was living in France when I was 18 and was about 30 pounds overweight. I walked to class and back every day, was 1 hour there, 1 hour back, and lost 20 pounds in 3 months.
After you've done the walk for a couple months like he suggested I'd start going to a gym and doing some biking (low impact) aerobic and then start lifting some weights. If you lift weights your metabolism is increased for a 24 hour period, versus doing cardio work where its just a 2 hour period. And use the plans in freetrainers, should be a help.
