Arm circles? You mean like the shoulder warm up? Then no. Actually, I can't think of a kind of arm circle that would work the whole upper body. The upper body would consist of (at the basic level) chest, arms, and back. Abs I would put into another section by themselves too. Arm circles might get 1/3 of the arms, thus missing out on A LOT of the upper body.
