The plateau: any advice?

So let's say I wanna cut 2 inches from my waist (i.e. lose the belly fat). I want to do this over the next 4-6 weeks. And I'd also like to add whatever lean muscle I can through such a process (and certainly not lose any muscle I currently have).

What would you recommend I do? How often would you do cardio; how often lifting; how would the diet look and what supps would help speed up the process?

I currently lift 4x a week, with cardio 2-3x a week. I'd be willing to do lifts and cardio 7x a week if possible. I will be cutting out alcohol, which is my biggest diet fault. However, last time I did this (for about 3 weeks) I didn't see the progress I expected. I eat healthy otherwise, so I clearly need a change in everything to shock my body.
