Hi and welcome to the FreeTrainers!
Essentially, there is no proven best time time to exercise, it all depends on your own body and it's clock. Some people can get up at 5am and start running, others can't get up out of bed before noon. All depends on when you feel you have the best time to do so. There is no set time that you will burn more calories or add muscle. So fit it in where it best fits in your days schedule.
You will have to be more specific as to what your goals are as that will influence what you do eat. Do so here, or better yet please complete your profile Introduction/Goals and Motivation details by going to "My Profile" in the top menu. This will assure others can help you as well.
Thanks, and best of luck with your goals!

My time is 3:30 pm. That is my time, house work done and I set this aside for me. Do what ever fits you best only you know you.

I have done both. Both work. So as George said, its all personal preference.
I used to get up at 4.30am and work out before work. My schedule changed and now I am an after-work person. Occasionally, when I know I won't be able to work out after work, I will work out in the morning again.
You don't want to be sleep deprived but any time that works for you is a time that works!
