I have just started working out again and my strength in my back and arms are not up to handling the chin ups in my program. Is there another exercise I can substitute for that one to workout that part of my back, while trying to get back the strength to do the chinups? i would appreciate any help or advice.

Try lat pull downs to the front. Also for overall back strength do bent over rows and deadlifts...

Also you can put a chair a few feet in front of the chin-up bar for assisted pull-ups until you can do them freely.

Actually if you can work on cheated chin ups; make somebody help pushing you up and then do everything possible to control the way down yourself.
Excentric (or negative) work and very beneficial!

This is probably a bit extreme, but I remember reading in my rock climbing magazine that one way to help assisted pull-ups was to put on your climbing harness, and attach bunjee cords to the bar... But that probably doesn't help you.

Try modified chin-ups on the smith machine. You put the bar about waist level and then get under it with you feet out infront of you, keep your body straight and pull your chest towards the bar. It is hard to describe - but the psoture is kind of like a push up only your hands are on the bar. You can gradually raise the bar until you are doing more upright.
The advice Philia2 gave is good also, the lowering phase is very developemental. You can do this by standing on a bench or chair in front of the pullup bar and just doing the lowering phase, also. Keep trying - if you can only do 1/2 of a chin-up when you begin, maybe next time it will be 3/4 of a chin-up. ood luck!
