Exactly what is the purpose of each? Which one is more ideal?

Both of them are good. Sauna is dry heat, good for sore muscles and relaxation. Hammam is less hot and wet. Most places you got nice oils (eucalyptic) in the steams as well. Good to clean the skin and lungs. Personally I prefer sauna when it's cold outside and hammam when it's warmer..... Don't do more than 10-15 mins and 2-3 times a week.

sorry that i'm raising an old subject, i sort of mist this one-why shouldn't you go in for longer than 10-15 Minutes and not more than 3 times a week?

Because it's quite hot and it can be "hard" to the blood circulation (especially for people having problems with varicose veins). Anyway, why should you want to go there more often?!! (o;
