What are the best exercises and strategy to stimulate tricep growth.

There are tons of tricep exercises to stimulate growth. You will probably need to experiment with a few to find the ones that work best for you. My personal favs are heavy french curls, dumbbell raises, and heavy tricep cable pushdowns. I also like heavy dips. I am sure you will get many more choices. These are but a few, but the key is finding the ones that feel best to you!

My favorite tricep excercises are skullcrushers and close-grip bench. They make a killer superset if you dare to try it: go to failure on skullcrushers, then push out as many close-grips as you can. As bb1 said above, heavy dips are great, too.

I have done that same work out I use a ex curl bar to do the skullcrushers, then when that set is over I do as many close grips I can, rest then do another set. It really fries the tris....
