I just signed up this week and noticed some of the workouts it don't seem to workout the entire muscle area. For example, the chest workout will focus on the upper chest and regular chest, but not on decline. Why is that?

One reason is that if you are a beginner and start up that way here it will only give you exercise that a beginner should do. The decline is an exeercise that as a beginner you really have no need for.....concentrate on the basics first keep it simple and you will see results. If you are not a beginner and are farther along by all means add it in if you would like.

the general benchpress hits the whole chest once you get some mass, the decline can help you sculpt. as a novice this step may result in overtraining thereby hindering your potential gains.
