Yes, No, Yes, Yes, and calorie restrction. Okay, sorry. Here you go. Yes, fat burners do work, but generally their effects are marginal. They'll give a little extra boost, but won't do a whole lot by themselves. Ignore all the claims and before and after pics you see, it's all hype. They are absolutely, positively NOT necessary to achieve a washboard stomache. You can get that through the proper combination of weight training, cardio and most importantly, diet. Yes, some fat burner claim to 'block' carbs. Personally, I think that's a bunch of crap. You can't 'block' carbs, per se, only suppress the insulin spike effect and I'm not so sure that they even do that. Carbs are necessary to gain muscle, but people on fat burners are generally more concerned with losing weight than with their muscles. The best way to gain mass and keep the 6 pack going? Don't gain mass quickly. Keep your calorie level near maintainence and don't expect noticeable results for awhile. You can't have it both ways. If you want ideal muscle gains, you have to put up with some gained fat (which you can get rid of during a cutting phase).
